The Road Commission of Macomb County selected the team of Hubbell, Roth & Clark, Inc. (HRC) and Dunn Engineering Associates, Inc. (DEA) to design and build a traffic operations center in the Road Commission’s offices in Mount Clemens. The new traffic operations center was designed to monitor and communicate with 170 signalized intersections on the most congested arterials in southern Macomb County. The computer work stations and video wall will have access to video collected by the Michigan Department of Transportation and eventually to traffic data collected by the Road Commission for Oakland County. HRC designed a closed-circuit TV camera system using spread spectrum radio technology as a demonstration project for the Road Commission. The CCTV camera is located at an adjacent high volume intersection and brings back live video to allow the traffic engineers to adjust the signal timing plans in real time.

In addition to building a new facility to centralize all of the traffic signal operations, HRC and DEA developed an Intelligent Transportation Systems Master Plan to guide the Road Commission’s future investments in technologies and equipment to improve traffic flow and reduce congestion throughout the County. A critical component of the plan is an analysis of possible communications strategies to link signalized intersections and ITS field equipment with the Macomb TOC. The master planning effort provided a document describing the final preferred design of future ITS programs.
